President Xi unveils roadmap for deepening cooperation with LAC countries

China President Xi Jinping has announced the launch of five programs aimed at promoting shared development and revitalization with Latin American and Caribbean (LAC) countries. This announcement follows the establishment of the China-CELAC Forum in 2015. Among other topics, President Xi called for strengthening the synergy between the development strategies of LAC countries and the Belt and Road Initiative, and promoting cooperation in trade, investment, infrastructure, agriculture, science and technology, new energy and education.

Montevideo Declaration (2024):

In Montevideo, Uruguay, the Ministers and High-Level Authorities representing the countries gathered at the 'Second Ministerial and High-Level Authorities Summit on the Ethics of Artificial Intelligence in Latin America and the Caribbean' and adopted the Montevideo Declaration. The declaration reaffirms the region's commitment to development and deployment of AI based on the promotion, respect for and protection of human rights, fundamental freedoms, rule of law and democracy, focused on the human being, wellbeing and dignity of people, fostering innovation and ensuring inclusive and sustainable technological progress. Among other things, the declaration calls for a regional roadmap for AI with 5 priority lines of action to be implemented in the next 12 months on (1) governance and regulation, (2) talent and future of work, (3) protection of vulnerable groups, (4) environment, (5) sustainability and climate change and infrastructures.

Santiago Declaration to Promote Ethical Artificial Intelligence in Latin America and the Caribbean (2023):

The Santiago Declaration reflects UNESCO's Recommendation on the Ethics of Artificial Intelligence and establishes the fundamental principles that should guide public policy on AI. These include proportionality, security, fairness, non-discrimination, gender equality, accessibility, sustainability, privacy and data protection. The initiative recognizes that rapid technological advances demand regulation sensitive to the specific needs and challenges of Latin America and the Caribbean. It also emphasizes the importance of multi-sector collaboration involving private companies, civil society, academia and other players in the AI life cycle.
