Kazakhstan AI Law takes effect

Kazakhstan's Law on Artificial Intelligence has taken effect from 18 January 2026, establishing a legal framework that prioritises individual rights and well-being in AI development and usage. The legislation emphasises principles such as fairness, transparency, accountability, data protection, and system security, while prohibiting AI applications that manipulate behaviour, exploit vulnerabilities, or violate privacy. Additionally, the country has initiated the AI Governance 500 program to train executives in public sector AI implementation and partnered with UNESCO to assess national AI readiness, aiming to foster responsible and human-centered AI integration.

Kazakh Government rules out AI Deputy Ministers

It is reported that the Kazakh government has no immediate plans to appoint AI-based virtual or digital deputy ministers. Rostislav Konyashkin, First Deputy Minister of Artificial Intelligence and Digital Development, stated that while AI tools may serve as advisors and consultants, current AI systems lack the reliability required for official decision-making roles. The question arose during a press conference following a cabinet meeting, when journalists referenced Albania’s 2025 decision to appoint a virtual minister for public procurement, the first of its kind globally. They asked whether Kazakhstan was considering a similar initiative. Minister Konyashkin emphasized that political officials are responsible for their decisions, and the emergence of digital deputy ministers is not expected at this time. Konyashkin expressed hope that future developments could lead to personal AI assistants acting as full-fledged consultants, potentially easing civil servants' workloads. Plans are underway to establish a secure digital environment for remote work by civil servants, including unified authorization systems with optional biometric identification and integrated digital tools to enhance administrative efficiency.

It is reported that Kazakh President Kassym-Jomart Tokayev has signed Kazakhstan’s first AI law, establishing a sweeping regulatory framework aimed at ensuring the safe, transparent and ethical use of AI across the economy and public sector. The legislation mandates that citizens be informed when AI influences decisions, allows them to request explanations for automated outcomes, and safeguards personal data. It prohibits harmful practices such as behavioral manipulation, unauthorized emotion recognition, social scoring, and illegal data collection. Additionally, the law requires clear labelling of AI-generated content to protect against deepfakes and misinformation.

Kazakhstan’s Parliament passes AI law

It is reported that Kazakhstan's Mazhilis (Lower House) has approved the Senate's amendments to the AI Law, officially passing the bill and forwarding it to the President for signature. The Senate's revisions include mandatory liability insurance for potential harm caused by AI systems and require immediate preventive measures to avoid or eliminate risks. The law emphasizes human rights, transparency, and national values, prohibiting emotion analysis, restricting the transfer of confidential data to neural networks, and mandating the labelling of deepfakes to prevent misinformation.

Kazakhstan to integrate AI into lawmaking process

Kazakhstan's government plans to introduce an AI-powered assistant to aid in developing regulatory legal acts. This system will analyze international legal practices, monitor developments, and ensure draft laws comply with the Constitution, as announced by Vice Minister of Justice Bekbolat Moldabekov. Kazakhstan AI Law proceeds to senate

It is reported that Kazakhstan has approved in the second reading the draft law on AI which seeks to establish a legal framework to promote AI development while ensuring public safety and personal data protection. The draft law grants users rights to understand AI system operations, request reviews of decisions, and opt out of AI interactions. It prohibits digital technologies that control behavior, exploit emotions, or collect personal data without consent, and mandates audits to ensure compliance. AI systems will be classified by risk and autonomy levels, with high-risk systems subject to stringent regulations. Additionally, works created solely by AI without human input will not receive copyright protection, though user-generated prompts may be considered intellectual property. The government is also advancing AI infrastructure, including satellite internet expansion and the launch of the International Center for Artificial Intelligence, alem.ai, to foster domestic AI solutions across various sectors. The draft law has now been submitted to the Senate. If approved by the upper house of Parliament, it will be sent to the President for signature.

Kazakhstan to establish Ministry for AI Development, Digital Code, and Crypto Asset Fund

It is reported that in his annual address, President Kassym-Jomart Tokayev announced Kazakhstan's plans to establish a dedicated ministry for AI development, aiming to modernize the national economy and public administration. This new ministry, expected to evolve from the current Ministry of Digital Development, Innovation, and Aerospace Industry, will be led by a deputy prime minister-level specialist. Additionally, President Tokayev emphasized the need for a comprehensive legal framework to support AI adoption, urging the swift implementation of a Digital Code to guide the country's digitalization strategy. He also revealed plans to create a state fund for digital assets, accumulating a strategic crypto reserve to integrate with the recently launched digital tenge, thereby fostering a robust digital asset ecosystem.

It is reported that Kazakhstan's Prime Minister Olzhas Bektenov and Russia's Deputy Prime Minister Dmitry Grigorenko have met to discuss digitalization, AI, investment, and innovative development, emphasizing the importance of AI and digitalization partnerships in bilateral relations. Kazakhstan introduces AI Regulation Bill

It is reported that Deputies of the Mazhilis, the lower house of Kazakhstan’s parliament, have introduced a draft law titled "On Artificial Intelligence". The bill proposes (1) a complete ban on digital systems that make decisions without human intervention; (2) categorizes AI systems based on their risk levels, with high-risk systems affecting human life and public administration facing stringent regulations; (3) the establishment of a National AI Platform to support state-led AI development, training, and testing; (4) restrictions on AI systems that assess individuals based on social, biometric, or behavioural characteristics; and (5) ban on AI systems designed to manipulate human behaviour. Violations of these provisions would result in administrative penalties under a newly proposed amendment to the Code of Administrative Offenses. The legislative text of the bill has yet to be revealed to the public.

Kazakhstan President delivers speech on government's approach to AI

At a meeting of the National Council on Science and Technology, Kazakhstan President Kassym-Jomart Tokayev highlighted "comprehensive development of the field of AI should be a priority of the Government". President Tokayev indicated, among other things, (1) that the Kazakhstan government is currently developing a Strategy for the Development of Artificial Intelligence and a Digital Code; and (2) the creation of sovereign language models (e.g. Kazakh language model is currently being developed by a consortium of research and higher education institutes). President Tokayev has instructed the Council to approve the proposed composition of the expert working group under the National Council.

India and Kazakhstan elevate AI cooperation to strategic level

It is reported that India and Kazakhstan have elevated their cooperation in AI to a strategic level, with India set to host the AI Summit in New Delhi on 19-20 February 2026. The summit, themed 'Sarvajan Hitaya, Sarvajan Sukhaya - Welfare for All, Happiness for All,' aims to bring together global leaders to discuss ethical and inclusive technological development. Kazakhstan has integrated AI into its higher education curriculum and continues to strengthen its innovation ecosystem, including initiatives like the Alem AI platform. India's expanding AI policy framework and dynamic innovation sector complement Kazakhstan's efforts. Bilateral cooperation is further supported by the Indian Technical and Economic Cooperation (ITEC) program, offering over 100 annual training slots for Kazakh professionals in AI and digital technologies. Additionally, India has provided Kazakhstan with the MISSO robotic surgical system and facilitated training for local medical specialists. A meeting between Indian Prime Minister Narendra Modi and Kazakh Prime Minister Olzhas Bektenov during the summit is expected to underscore the strategic importance both countries place on collaboration in emerging technologies.
