Ghana to introduce new regulations to tackle AI misinformation and disinformation

The Ghana Data Protection Commission (DPC) has announced the drafting of new regulations specifically designed to address the escalating threats of misinformation and disinformation, with a primary focus on the misuse of AI-generated images and videos. During the launch of Data Protection Week 2026 in Accra, Executive Director Dr. Arnold Kavaarpuo explained that the existing Data Protection Act of 2012 lacks the provisions to manage contemporary digital manipulations, such as the superimposing of individuals' likenesses into live environments. These upcoming legislative efforts, supported by the Ministry of Communications, Digital Technology and Innovation, aim to bridge legal gaps and bolster public confidence in Ghana's digital initiatives. Deputy Minister Mohammed Adam Sukparu further emphasized that the success of these digital advancements relies on robust data protection and sustained public education, highlighting previous outreach campaigns that reached millions to underscore the practical importance of privacy in daily life.

Emerging Technologies Bill introduced

The Ministry of Communication, Digital Technology and Innovations of Ghana has released the draft Emerging Technologies Bill, 2025 for public consultation. The Bill proposes to establish an Emerging Technologies Agency, which includes an Artificial Intelligence (AI) Division, with the objective of advancing the adoption of emerging technologies , including AI, blockchain-based technology, Internet of Things (IoT), cloud technology, and quantum computing promoting research and deploying these technologies to boost social and economic productivity. The Agency would provide a set of rules on emerging technology with the aim of securing their efficient and safe deployment. The Bill also outlines general guiding principles which apply to the development and use of emerging technologies, including principles on preventing algorithmic biases and discrimination, ensure transparency and human oversight, and requiring clear labelling and informed consent for consumers. Furthermore, the principles addresses the spread of misinformation and disinformation and outline environmental safeguards for technologies with high energy consumption or electronic waste generation. The consultation closes on 31 October 2025.

Ghana releases national digital transformation and emerging tech strategy, covering AI

Ghana’s Minister for Communication, Digital Technology, and Innovation has announced the development of the National Digital Transformation and Emerging Technology Strategy, with a focus on AI. The strategy is intended to guide the ethical and secure deployment of AI and other digital tools for national development, ensuring inclusivity and appropriate governance frameworks. A component involves digitising essential national datasets to train AI systems on local data, thereby preserving cultural context and protecting digital sovereignty.

Ghana launches Readiness Assessment Measurement for ethical use of AI

Ghana debates regulating AI

Ghanaian lawmakers are advocating for the implementation of laws to regulate the use of AI in the country. They propose the establishment of an AI council to oversee the use of AI and address concerns about criminal liability for machine errors. Additionally, there is a call for the educational system to offer courses that prepare individuals for the jobs and opportunities that AI will bring.
