G7 Industry, Digital and Technology Ministers' Meeting 2025

The G7 Industry, Digital and Technology Ministers’ Meeting 2025 in Montréal, under Canada’s G7 presidency, brought together ministers to advance cooperation on AI, quantum technologies, digital policy and industrial resilience, and produced a set of headline political and technical deliverables that structure the G7’s digital–industry agenda for the coming period. The core political outcome was the G7 2025 Industry, Digital and Technology Ministerial Declaration, which set out shared commitments on using AI for inclusive economic growth, developing quantum technologies, strengthening a resilient and competitive digital economy, and reinforcing secure and resilient industrial and digital supply chains. A second major outcome was the G7 Industry, Digital and Technology Ministerial Statement on the SME AI Adoption Blueprint, which translated the leaders’ “AI for Prosperity” direction into a targeted agenda for helping small and medium‑sized enterprises adopt AI safely and effectively while respecting competition, data protection and intellectual property frameworks. Linked to that statement, the SME AI Adoption Blueprint itself was issued as a practical, more technical deliverable, offering concrete guidance, policy options, examples and support measures that G7 governments can use to lower barriers and scale responsible AI uptake by SMEs across their economies.

G7 Cyber Expert Group issues statement on AI and cybersecurity

The Group of Seven (G7) Cyber Expert Group (CEG) has issued the statement on AI and cybersecurity. It applies to financial institutions, regulators, technology firms, and AI developers. The statement covers generative AI, agentic AI, and advanced systems, highlighting both opportunities and risks for cyber resilience. It urges monitoring AI developments, integrating AI into anomaly detection, fraud prevention and predictive maintenance. Risks include AI-powered phishing, malware, data poisoning, prompt injection, and third-party dependencies. It also stresses governance, human oversight, model risk, and AI literacy. Collaboration with academia and industry is encouraged. The statement aims to guide risk management as AI adoption grows.

G7 release joint statement to increase use of AI in public sector

As a result of the G7 summit in Kananaskis, Canada, G7 leaders have released a joint statement titled "G7 Leaders’ Statement on AI for Prosperity" which states that G7 countries will work together to expand the use of AI in the public sector in order to improve the quality of government services and increase government efficiency. G7 countries also agree to (1) deliver an AI Adoption Blueprint that equips governments and businesses with practical tools, evidence-based policy options, and real-world examples to accelerate SME AI integration; and (2) work to address AI's heavy energy consumption and increase access to AI in developing countries.

G7 skirts touchy AI safety discussion

It is reported that G7 leaders, during their summit in Canada, opted for a cautious approach regarding the regulation of AI, avoiding strong language on safety and risk management. Instead, they focused on promoting the adoption of AI, as reflected in their draft statement titled "AI for prosperity" (seen by Politico), which states - "We must better drive innovation and adoption of secure, responsible and trustworthy AI that benefits people, mitigates negative externalities, and promotes our national security". This is in contrast to the 2023 G7 meeting in Hiroshima which resulted in the development of a voluntary code of conduct for companies developing the most advanced AI models. That code of conduct was namechecked only once in the current G7 draft.

Following the AI Action Summit in Paris, the African Union, European Union, G20, G7, and United Nations have the adopted the Statement on Inclusive and Sustainable Artificial Intelligence for People and the Planet. This statement emphasises the promotion of AI accessibility to bridge digital divides, ensuring AI systems are ethical and trustworthy, and advancing international cooperation on AI governance.

G7 Digital & Tech Working Group finalises reporting framework for advanced AI systems

The Italian G7 Presidency has announced the conclusion of discussions and the finalization of the Reporting Framework for the Hiroshima Process International Code of Conduct for Organizations Developing Advanced AI Systems. Developed in cooperation with the OECD, the Reporting Framework (1) aims to promote transparency and accountability among organizations developing advanced AI systems; (2) facilitates comparability around risk mitigation measures and contributes to identifying and disseminating good practices; and (3) includes a set of structured questions (based on the actions in the Hiroshima AI Process International Code of Conduct) to guide organizations in aligning their practices with the Code of Conduct. An interactive online interface, set to launch in early 2025, will enable organizations to report on their practices and policies in alignment with these actions.

UNESCO, OECD and G7 release toolkit for AI in the public sector

The UNESCO and OECD, with contributions from the G7, have developed a toolkit for policymakers and public sector leaders to translate principles for safe, secure, and trustworthy AI into actionable policies. Key messages of the toolkit are: (1) establish clear strategic objectives and action plans in line with expected benefits; (2) include the voices of users in shaping strategies and implementation; (3) overcome siloed structures in government for effective governance; (4) establish robust frameworks for the responsible use of AI; (5) improve scalability and replicability of successful AI initiatives; (6) enable a more systematic use of AI in and by the public sector; and (7) adopt an incremental and experimental approach to the deployment and use of AI in and by the public sector.

G7 adopts statement on role of data protection authorities in fostering trustworthy AI

The Group of Seven (G7) Data Protection and Privacy Authorities have adopted the statement on their role in fostering trustworthy AI. The statement highlights (1) the need to embed data protection principles, including fairness, transparency, and accountability in AI governance; (2) the role of data protection authorities (DPAs) in leveraging their expertise to address AI-related risks such as bias and discrimination; (3) the need for stronger collaboration across jurisdictions and with other regulators to ensure responsible AI development; and (4) that approaches should recognise that (a) DPAs are human-centric by default; (b) many data protection overarching principles can be transposed into broader AI governance frameworks; (c) DPAs supervise a core component of AI; (d) DPAs can help address problems at their source; and (e) DPAs have experience.

G7 adopts statement on AI and children

The Group of Seven (G7) Data Protection and Privacy Authorities have issued a statement addressing the challenges AI poses to the privacy and rights of children and young people. The statement (1) urges AI developers and stakeholders to implement age-appropriate safeguards, ensure privacy by design, and adopt transparent AI models; (2) encourages implementing protection against risks such as online manipulation, discrimination, and misuse of personal data for AI training; (3) calls for promoting digital literacy within education systems; and (4) emphasises the importance of international cooperation for data protection authorities to safeguard children's rights in AI-driven environments.

G7 releases digital competition communique

Following the Rome summit, the G7 have released the Digital Competition Communique highlighting potential competition concerns and identifying guiding principles to ensure fair competition in AI markets. These guiding principles are: (1) fair competition, (2) fair access and opportunity; (3) choice; (4) interoperability; (5) innovation; (6) transparency and accountability. The communique also reaffirms commitments of G7 member states to (1) continue vigorous antitrust enforcement by competition authorities; (2) enact digital and AI-specific regulation; (3) strengthen digital capacity of competition authorities; (4) enhance international cooperation; and (5) adopt a multi-disciplinary approach to AI-related competition and contestability issues.

G7 legislative leaders agree on further regulating AI

At a 3-day meeting in the northern Italian city of Verona, the G7 countries have confirmed that each of their parliaments must contribute to "drafting the corpus of rules (governance) that will ensure the sound use of AI within the framework of the principles and rights," as well as to promoting public awareness on the issue and supporting more discussions on the related labour market.

G7 summit at Italy discusses AI

At the G7 Summit held in Apulia, Italy on 13-15 June 2024, G7 leaders discussed, among other matters, to deepen cooperation on AI. In particular, the G7 (1) affirmed the importance of international partnerships to bridge the digital divide, promote sustainable development, improve public health, accelerate the clean energy transition, and more; (2) agreed to develop an action plan to leverage AI's potential to increase quality jobs and empower workers while addressing its potential challenges and risks to workers and labor markets; (3) committed to step up efforts to enhance interoperability between their respective approaches to AI governance and risk management (including deepening cooperation between AI safety institutes across G7 countries); and (4) welcomed the establishment of a "Semiconductors G7 Point of Contact Group" to bolster their coordination on issues impacting this critical sector underpinning the AI ecosystem.

G7 Presidency partners with UNDP Africa to advance AI for sustainable development

The G7 Italian Presidency, in collaboration with UN Development Programme (UNDP), has concluded a series of high-level meetings with African Union (AU) senior officials, African Ambassadors to the AU, the European Union Special Representative to the African Union, and stakeholders from the private sector. The outcome of the meetings is a reinforced commitment to strengthen collaboration on AI for sustainable development and collectively address challenges to ensuring access to AI for all. In particular, the G7 and UNDP will continue their engagement to co-design an AI Hub for Sustainable Development with African leaders in 2024.

G7 industry ministers agree to cooperate on AI, supply chains

Industry ministers from G7 agreed to align rules on the development of AI and to secure supply chains in key sectors such as semiconductors, the Italian presidency said. In particular, the G7 industry ministers decided to create a permanent working group to study ways to address policies aimed at increasing domestic production of semiconductors.

G7 Industry, Digital and Technology Ministerial Statement on the SME AI Adoption Blueprint (2025):

This statement sets out the political commitment by G7 ministers to accelerate responsible AI uptake by small and medium‑sized enterprises as a core lever for productivity, innovation and shared prosperity. It frames SMEs as central but structurally disadvantaged actors in AI adoption, and therefore commits G7 governments to use the Blueprint as a practical guide for policies that (a) improve SME access to compute, finance, skills and advisory support, (b) promote secure, responsible and trustworthy AI aligned with existing data protection, intellectual property and competition rules, and (c) foster collaborative ecosystems, tools and roadmaps that lower adoption costs and translate pilots into measurable business‑level gains.

G7 2025 Industry, Digital and Technology Ministerial Declaration (2025):

At the 2025 Montréal meeting, the G7 member states have signed the G7 2025 Industry, Digital and Technology Ministerial Declaration which outlines the setting out shared commitments across four broad areas: (1) using AI to drive inclusive economic growth (building upon the Hiroshima AI Process); (2) advancing quantum technologies (including establishment of a pilot G7 Joint Working Group on Quantum Technologies, building on the Kananaskis Common Vision); (3) strengthening a resilient and competitive digital economy; and (4) improving supply chain security and industrial resilience (i.e. enhancing digital market competition, including tackling algorithmic pricing, while strengthening supply chain security and advancing Data Free Flow with Trust (DFFT) through the use of Privacy Enhancing Technologies (PETs)).
