Egypt releases national guidelines for trustworthy and responsible AI

Egypt's National Council for Artificial Intelligence, Quantum Computing, and Emerging Technologies (NCAI) has released the National Guidelines for Trustworthy and Responsible AI. Prepared by the Egyptian Center for Responsible Artificial Intelligence (ECRAI), the Guidelines provide a national reference for the development, deployment, and oversight of AI systems across the public and private sectors, in line with Egypt’s Vision 2030 and the National Artificial Intelligence Strategy (2025–2030). The Guidelines form part of the National AI Governance Framework and serve as an operational document for implementing AI practices. They apply to all AI actors in Egypt, including government entities, private-sector developers, and individuals, across the full AI lifecycle from design and data preparation to deployment, monitoring, and retirement. They are structured around four pillars: institutional governance, AI lifecycle governance, stakeholder engagement, and society and sustainability.

Egypt has taken serious steps toward AI governance framework, says foreign minister

It is reported that at the second edition of the AI, Data Centers and Cloud Conference and Exhibition (AIDC2 '25) in Cairo, Egypt's Foreign Minister Badr Abdelatty emphasized the nation's serious efforts to establish a comprehensive national framework for AI governance, including the creation of the National Council for Artificial Intelligence and the adoption of a phased national strategy to integrate AI into various sectors and strengthen digital infrastructure. Minister Abdelatty highlighted AI's potential to accelerate sustainable development and innovation, stressing Egypt's leading regional role in crafting unified Arab and African AI strategies, its active engagement in global AI governance discussions at the UN, and its ambition to reinforce its position as a regional technological innovation hub.

Arab League calls for AI regulation framework

It is reported that at the Arab Dialogue Circle on Artificial Intelligence in the Arab World, Arab League Secretary General Ahmad Abu Al-Gheit has urged scholars to draft a regulatory framework for AI that aligns with Arab values and interests. The call to action includes (1) addressing the rapid developments in AI, particularly in large language models and generative AI, (2) localizing AI industries and investing in strategic planning and financial resources, and (3) ensuring active participation in the global AI race to achieve safe and culturally aligned AI integration.

Egypt preparing laws to regulate AI, data exchange and classification

It is reported that Egypt's Minister of Communications and Information Technology Amr Talaat has announced in a meeting with the World Bank's vice president for Digital Transformation that Egypt is preparing a set of laws to regulate AI and the exchange and classification of data. Further details of this development have yet to be revealed.

Parliament to issue document evaluating AI ethics and controls in Egypt

The Education Committee of the Egyptian Senate agreed on the need to issue a document evaluating the ethics and control of AI in Egypt. The Senate's Education Committee approved the proposal regarding the issuance of a document on the ethics of AI, to regulate the use and development of AI applications and work to reduce the risks arising from its use and impact on society.

Ministers launch new phase of cooperation on digital transformation and AI

The Egyptian Ministers of Higher Education and Scientific Research, and Communications and Information Technology have initiated a new phase of collaboration to advance digital transformation in the higher education sector. This partnership focuses on four main areas: capacity building, AI, digital transformation, and support for innovation and entrepreneurship. Key initiatives include integrating AI tools into universities, establishing Technology Parks to link research with industry, and implementing digital transformation projects across all Egyptian universities. The collaboration aims to prepare a workforce adept at modern technologies, enhance educational quality, and boost the competitiveness of Egyptian graduates in the global labor market.

BRICS+ sign declaration on AI governance

Foreign Ministers from the BRICS+ countries (Brazil, Russia, India, China, South Africa, and new members as of 1 January 2025, including Indonesia, Saudi Arabia, Egypt, Ethiopia, Iran, and the United Arab Emirates) have issued a declaration following a meeting in Rio de Janeiro, which includes commitments on AI to prioritise transparency, ethical standards, data protection, and equitable development outcomes, particularly in addressing digital and data inequalities between and within countries. The BRICS+ ministers have emphasised the importance of establishing inclusive and representative international governance for AI within the framework of the United Nations.

Egyptian Charter for Responsible AI (2023):

The National Council for Artificial Intelligence released a charter as the first attempt at articulating Egypt's interpretation of the various guidelines on ethical and responsible AI, adapted to the local context and combined with actionable insights to help ensure the responsible development, deployment, management, and use of AI systems in the country. The charter serves five main values: (1) Human-Centeredness, (2) Transparency and Explainability, (3) Fairness, (4) Accountability, and (5) Security and Safety. Values are fostered by following 13 General Guidelines, which are overarching rules applicable to all members of the AI ecosystem, and 16 Implementation Guidelines, which are technical considerations, mainly applicable to any entity developing, deploying, or managing an AI system.
