APAC and other regional tech ministers discuss AI regulation

At the Singapore International Cyber Week, ministers from various countries discussed the challenges and strategies for regulating AI amid evolving technological landscapes. The following comments have been reported in the news: (1) Singapore's Coordinating Minister for National Security, Teo Chee Hean, said that international cooperation is essential for resolving common issues in the digital domain, emphasizing the need to avoid past mistakes with emerging technologies like AI; (2) Ukraine's Deputy Minister for Foreign Affairs, Anton Demokhin, argued that strong responses to misbehavior are necessary before opportunities for improvement can be realized; (3) New Zealand's Minister Judith Collins stated that the country has not yet framed AI regulations because there isn't enough AI usage to warrant it; (4) Australia's Special Envoy for Cyber Security and Digital Resilience, Andrew Charlton, suggested that more cooperation than competition is needed for effective AI regulation; (5) Brunei's Minister of Transport and Infocommunications, Shamhary Mustapha, emphasized the importance of consensus on AI regulation within the ASEAN trading bloc; (6) Singapore's Cyber Security Agency Commissioner, David Koh, highlighted that Big Tech companies' revenues exceed many countries' GDPs; (7) The Philippines' Ivan John Uy from the Department of Information and Communications Technology expressed optimism that it's not too late for ASEAN to engage in AI governance and ethics.

MTIC to draft guidelines on use of AI

It is reported that the Brunei Ministry of Transport and Infocommunications (MTIC) will draft guidelines for the responsible use of AI in response to the increasing adoption of generative AI tools. These guidelines will aim to regulate and address ethical concerns surrounding AI usage, as stated by MTIC Minister Pg Dato Shamhary Pg Dato Hj Mustapha during a budget presentation.

2025 APEC Digital and AI Ministerial Statement

At the APEC summit in Incheon, South Korea, the Asia-Pacific Economic Cooperation adopted the 2025 Digital and AI Ministerial Statement, highlighting the role of AI in driving innovation and addressing socio-economic challenges. The statement emphasises secure and responsible adoption of AI and other digital technologies to enhance productivity, efficiency, resilience, and economic development. It encourages member economies to integrate these technologies with balanced, human-centred approaches to workforce development, education, and lifelong learning. It also promotes cooperation and information-sharing on digital policies to strengthen regional collaboration, cross-border trade, and investment, while fostering greater understanding of the benefits of emerging technologies.

Guide on Artificial Intelligence Governance and Ethics for Brunei (2022)

The Guide is intended for organisations which integrate or adopt AI solutions within existing or upcoming business and IT systems. It is intended for organisations that design, develop, deploy and/or use AI technologies in Brunei Darussalam. This includes organisations involved in various aspects of AI, including system designers, developers, researchers, providers and users of AI technologies as well as those hiring or outsourcing such services to third-party companies which may be located overseas. This document serves as a practical guide which acts as a generic reference for governance and ethics in AI, through a principles-based approach in accordance to respective organisations context. It provides recommendations and guidance on the principles and safeguards which organisations should consider.
